CIMANGGIS-CIBITUNG TOLLWAYS SOCIAL AND ENVIRONTMENTAL DUE DILLIGENCE
Anama Consulting supported the implementation of the Social, Environmental, Due Diligence (SEDD) project for the Cimanggis–Cibitung Toll Road in collaboration with Indonesia Infrastructure Finance (IIF). This assignment aimed to assess the project’s compliance with national regulations and international safeguard standards, while identifying potential social and environmental risks associated with toll road development. The study covered key aspects such as land acquisition and resettlement, livelihood impacts, environmental management, and stakeholder engagement, providing a comprehensive basis for risk mitigation and responsible project financing.
Leveraging its expertise in qualitative and participatory approaches, Anama conducted in-depth field assessments, stakeholder consultations, and document reviews to ensure a grounded understanding of on-the-ground realities. The team placed strong emphasis on engaging affected communities to capture perceptions, concerns, and potential impacts related to access, displacement, and economic changes. Through this approach, Anama was able to identify critical risks, assess gaps in implementation, and deliver actionable recommendations to strengthen safeguard compliance, enhance community outcomes, and support sustainable infrastructure development.
Through this engagement, Anama conducted regular monitoring of key aspects including land acquisition and resettlement processes, livelihood restoration efforts, community health and safety, and environmental management practices. Using a combination of field visits, stakeholder consultations, and document reviews, Anama assessed progress, identified gaps, and provided actionable recommendations to improve implementation. The EMA approach ensured that community concerns were systematically captured and addressed, while also supporting PT Geo Dipa Energi and ADB in mitigating risks and enhancing the overall social and environmental performance of the project.
