EXTERNAL MONITORING PLAN (EMA) PATUHA UNIT II PROJECT
Anama Consulting was engaged as an External Monitoring Agency (EMA) for Asian Development Bank in collaboration with PT Geo Dipa Energi to support the implementation of geothermal development projects in Indonesia. The assignment focused on providing independent, objective oversight of social and environmental safeguards, ensuring that project implementation aligns with ADB’s safeguard policies and national regulatory frameworks. As an external party, Anama played a critical role in strengthening transparency, accountability, and compliance throughout the project lifecycle.
Through this engagement, Anama conducted regular monitoring of key aspects including land acquisition and resettlement processes, livelihood restoration efforts, community health and safety, and environmental management practices. Using a combination of field visits, stakeholder consultations, and document reviews, Anama assessed progress, identified gaps, and provided actionable recommendations to improve implementation. The EMA approach ensured that community concerns were systematically captured and addressed, while also supporting PT Geo Dipa Energi and ADB in mitigating risks and enhancing the overall social and environmental performance of the project.
